In response to these findings, TSA Administrator Peter Neffenger stated, during a recent visit to San Francisco International Airport, that the main directive of the workforce will shift from efficiency to effectiveness.
Our question is this: Why has Covenant Management completely disregarded these instructions and persisted in focusing on "security efficiency"?
